Perrin & Fidutam is a formal union of two independent organizations. Perrin was co-founded by Finn Järvi and **Cash**, and Fidutam by Okezue Bell. Together, alongside sitting co-chairs Kofi Hair-Ralston and Nate Nadler, they represent a new model for civic impact, one that connects AI-driven policy research with on-the-ground financial infrastructure across underserved communities.
Perrin operates as a contracted research organization at the University of Virginia, applying advanced machine learning and analytics to complex policy challenges for government agencies and international bodies.
Fidutam builds the tools and systems that put resources directly into people's hands, from SIM-based financial access across Africa to enterprise-grade civic technology partnerships.

Perrin is a UN-accredited, AI-powered policy research organization, contracted by the University of Virginia. We apply advanced analytics and machine learning to solve complex policy challenges for government and international stakeholders.

Financial Access
Through a SIM card-based financial application, Fidutam has directly financed earnings for individuals across Africa, expanding economic access without traditional banking infrastructure. With partnerships including OPay and the Nigerian Federal Government, Fidutam addresses gender, socioeconomic, and humanitarian disparities in financial services.

Wells Fargo, Capital One, and Discover Bank support Fidutam in establishing no-fee checking accounts for unbanked users on instant messaging platforms, analyzing returns from checking account growth.
